The Retiro is the most famous park of Madrid. It was founded in the 17th century as a personal possession of king Felipe IV. After about a hundred years it was opened to the public. It spans a total of 118 hectares, which are filled with old royal decorations such as fountains, buildings and statues.
It is located right in the middle of the city, similarly to New York's central park
Obviously the main attraction of the park is the connection to nature, the outdoor activities and the fresh air, however, it is also great tourist attraction because of its historic significance.
There are many things to do, you can just enjoy nature or join in to the groups of people who are practicing sports, if you want you can rent a rowboat in the park's pond. Given the central location of the park it is surrounded by great cafes, restaurants and other landmarks such as the Jardin Botanico (Royal Gardens) and Palacio Real. In addition many festives are celebrated in the park where you'll always be welcome.
I personally think that it's best to visit the park in late spring or summer when the trees fully flourish.
